According to the rapid increasing of port’s handling
capacity and port’s general planning, we will build two 15000-30000-ton
berths in the second phase of the port, one of them is liquid chemical port,
the other is general sundry-goods berth.

4. The Market Analysis:
According to “the ninth 5-year planning” and 2010
long-range objective of Qinhuangdao, some important chemical projects will
be built whose most materials need to be imported. Now, most of
Qinhaungdao’s port is for coal and sundry goods, the chemical port is rare
and its handling capacity is low, so this chemical port will make up this
gap. The prospect of this chemical port is very good.
5. The Building Conditions:
This port was built on the ash yard of Qinhuangdao Power
Co., Ltd where is reasonable for building port. The foundation is the
mixture of coarse sand and cobble. It is easy to dredge and flatten, so the
building cost is lower. This project occupies coastline 3 kilometers, the
sea area is deep in water and flat in wave neither frozen nor silted; the
land area is wide and lies in the coastal industrial area of Qinhuangdao.
The Jianshe street which is in the north of port area can get to the
downtown directly and can also connect with national road 102, 205 and
Jingshen highway. Its communication is convenient and the distance to
residence area is far, so this place is reasonable for building chemical and
dangerous-articles port.
6. The Analysis of Economic Performance:
If the second phase of the port goes into operation, it
will make big role to the development of Qinhuangdao’s chemical industry,
especially service for the coastal industry and become convenient port for
coastal industry’s importing and exporting. According to the estimating of
economic development, the chemical port’s handling capacity in 2010 and
2020 will reach 1.98 million tons and 2.5 million tons, among them, the
foreign trade handling capacity will be 1.38 million tons and 1.5 million
tons.
7. The Progress of Project:
The general planning of Qinhuangdao has approved 600
meters coastline to be liquid chemical port area. Hebei Province Government
has approved this planning. (Ji Zheng Han [1994] 11)
8. The Present Situation of Corporation:
This corporation is professional chemical (liquid) and
sundry-goods port, which is composed of Hebei Province Construction
Investment Corporation, Qinhuangdao Power Co., Ltd, Sino-Arab Chemical
Fertilizer Co., Ltd and Qinhuangdao Science & Technology Investment
Corporation, the ratio is as follow: 43.03%, 37.88%, 10.82%, 8.27%. Its main
business is the handling of liquid chemical and oil products and the
sundry-goods’ handling and storing. The registered capital is 64,748,500
Yuan (RMB).
At present, the investment has reached 160 million Yuan
(RMB). Two 5000-ton berths have been built in the first phase of the port,
one of them have reserved the ability of berthing 15,000-ton ship. The port
is 282 meters in length and 65 meters in width, the mole is 496 meters in
length and 15 meters in width, and the water depth of channel and harbor is
8.2 meters. There is sulfuric acid piping in the front part of the port,
through which connect with tank area, a 10-ton portal crane, a 16-ton portal
crane, a oil transmission boom, and some tools for sundry-goods’ handling.
This port is neither frozen in winter nor silted, and
convenient in communication. At present, its business scope includes
chemical fertilizer, grain, forage, ore, steels, cement, glass and oil
products. Since the port went into operation on Jul.13, 2001, its handling
capacity increased rapidly, several sulfuric acid ship and sundry-goods ship
have been unloaded here. Now, our corporation have not only signed long-term
cooperation agreement with two large corporations-Sino-Arab Chemical
Fertilizer Co., Ltd and Huaying Phosphoric Acid Co., Ltd., but also signed
long-term cooperation letter of intent with several corporations, and all
these cooperation are going on well. Based on the principle of providing
convenience to customers and according to the customer’s needs, we not
only prepared restaurant, high-class room, but also go through the
formalities of frontier inspection, tugboat and piloting ship on behalf of
customers.
